The Temporary Occupation Permit (TOP) and the Certificate of Statutory Completion (CSC) may seem very similar on the surface, but they have some significant differences in meaning.

In this article, we will detail their key differences and discuss what they mean for homeowners.

It’s not hard to see why the two are easily confused. After all, both the Temporary Occupation Permit (TOP) and the Certificate of Statutory Completion (CSC) indicate that homeowners can move into their units and live there. So, why the need for two different certificates? Should homeowners be concerned about the differences?

What Does a TOP Property Mean?

A Temporary Occupation Permit (TOP) is issued to developers for properties that have not yet obtained a Certificate of Statutory Completion (CSC), but where the units within the development are safe for occupation.

The TOP allows residents to move in before the remaining ancillary facilities are completed. For example, the residential units may be finished, but shared facilities like the swimming pool and barbecue pits might still be under construction.

Once a development has successfully obtained its TOP, residents can collect their keys and start living in the property without waiting for the entire project to be fully completed.

Certificate of Statutory Completion (CSC)

The Certificate of Statutory Completion (CSC) from the Building and Construction Authority (BCA) of Singapore is an important certificate issued to developments that have met all building requirements and are safe and fully functional. Compared to the TOP, the CSC takes longer to obtain because developers need to meet the most fundamental building requirements.

This certificate proves that the development is safe for residents, as all safety measures have been adhered to during construction.

Furthermore, since TOP projects are new developments, you don’t have to worry about issues from poor maintenance by a previous owner.

While a resale condominium can also provide a clear idea of the layout and environment of your future home, you still need to be cautious to avoid buying a poorly maintained property.

Buying a TOP project allows you to build your home from scratch. You don’t have to worry about worn-out flooring and pipes. In any case, all newly built condominium units come with a one-year Defects Liability Period (DLP).

Is There Anything Homeowners Need to Do to Obtain a TOP?

Generally, homeowners don’t need to worry too much about this, as it is primarily the developer’s responsibility.

However, if you feel you need to familiarize yourself with the process, here is a brief explanation of the application procedure:

  • Building Inspection

The developer first needs to schedule an appointment with the Building and Construction Authority (BCA).

During the appointment, the developer will appoint a qualified person to inspect the building and ensure it is safe for occupation.

  • Administrative Procedures

After all inspections are completed, the developer needs to submit the relevant documents to the corresponding technical agencies.

This process will take some time, as the developer needs to gather the correct information for submission.

In summary, the application process for a TOP takes about 4 weeks. As long as there are no unforeseen issues during this process, the development can obtain its TOP quickly.

If you want to move into your new condominium as soon as possible, a TOP project is your best choice! You can reduce rental costs during the transition period and get a firsthand feel of the property’s layout and environment.

Since TOP projects have already met the BCA’s safety requirements, your home is safe and you can move in with peace of mind.

Unless you prefer to wait until all ancillary facilities are ready before moving into your condominium, there is no need to wait for the property’s Certificate of Statutory Completion (CSC) to be in place.
