Who Can Apply for Singapore PR?
To be eligible for Singapore Permanent Residency, an applicant must fall into one of the following categories:
- Spouse and unmarried children (under 21) of a Singapore Citizen (SC) / Singapore Permanent Resident (PR)
- Aged parents of a Singapore Citizen
- Employment Pass / S Pass / Personalised Employment Pass holders
- Investors under the Global Investor Programme
- Foreign Student Scheme
- Foreign Artistic Talent Scheme
What Documents are Required to Apply for Singapore PR?
Applicant’s proof of employment: employment contracts, letters, performance reviews, recommendation letters, employer’s contact information.
Applicant’s proof of education: diplomas and certificates obtained since high school.
Applicant’s financial status: proof of salary and other income. If you own property in Singapore, proof of property ownership is required.
Applicant’s latest resume: list company names, positions, tenures, main responsibilities, and key achievements in chronological order, highlighting skills and experiences relevant to your development in Singapore, along with personal basic information and contact details.
Applicant’s family relationship documents: proof of relationship for spouse, children, and parents, regardless of whether they are applying for PR with you.
Can I Submit a Singapore PR Application Without a Recommendation Letter from a Previous Employer?
Yes, because a recommendation letter from your previous employer is not a prerequisite for a Singapore PR application.
If I Don’t Work in Singapore, Can I Apply for Singapore PR for My Dependents?
Even if you do not work in Singapore, you can apply for Singapore PR for your dependents through the ICA e-Service.
My Spouse and I Both Live in Singapore, Should We Apply for PR Separately or Together?
We recommend that families apply for PR to the Singapore ICA as a single unit, demonstrating your determination and willingness to live in Singapore.
If I Am Not in Singapore, Can I Apply for Singapore PR for My Spouse?
Even if you do not work in Singapore, you can apply for Singapore PR for your dependents through the ICA e-Service.
Must My Child Obtain Singapore PR Status Before Applying for Singapore Citizenship?
Your child can apply for Singapore citizenship directly without first becoming a Permanent Resident.
Can I Withdraw My Son/Daughter from the Singapore Permanent Resident (PR) Application?
Yes. However, we recommend including the entire family in the PR application to increase its chances of success. This is because children are considered potential contributors to society and the economy during the PR review process. Of course, we have also had successful cases where children were not included in the PR application.
If My Child is Over 21, Can I Sponsor Them for a Singapore Permanent Residency Application?
No. Once a child is over 21, they must apply for PR as an independent applicant based on their own circumstances and merits. You can sponsor your child if they are under 21.
I Previously Gave Up My Permanent Residency, How Can I Reinstate My PR Status?
For individuals who have voluntarily renounced their Permanent Resident (PR) status, current regulations do not provide for its reinstatement. If you wish to become a Singapore Permanent Resident again and meet the current PR application requirements, you may submit a new application.
I Currently Hold an S Pass. Should I Upgrade to an Employment Pass (EP) or a Personalised Employment Pass (PEP) Before Applying for Singapore PR?
Waiting for or upgrading your work pass will not significantly improve your chances of PR approval. Therefore, you should apply for PR as soon as you meet all the eligibility criteria and have prepared the necessary documents.
If My Residential Address is Not in Singapore, Can I Apply for Singapore Permanent Residency (PR)?
No. A residential address within Singapore must be submitted in the Singapore PR application.
I Have Studied in Singapore Before, Will This Experience Benefit My Application for Permanent Residency (PR)?
It depends entirely on which school you attended. If you went to a local school (NUS, SMU, NTU, TP, NP, NYP, RP, SP, etc.), you will have an advantage over other applicants. This is because ICA officers consider your ability to integrate into the local community. However, we have seen many successful cases without a Singapore education background; some of our clients obtained their Singapore Permanent Residency (PR) after graduating from universities in their home countries or elsewhere.
My Colleague’s Singapore PR Application Was Approved. Even Though We Have Similar Qualifications and Salary, Why Was My PR Application Rejected?
While your situation may seem similar to your colleague’s on the surface, there are definitely differences in your backgrounds. The Immigration & Checkpoints Authority (ICA) of Singapore reviews each PR application holistically but pays attention to every detail. Some key factors include your employment history, educational qualifications, age, length of stay in Singapore, your skills, and your economic and social contributions to the country. No two cases are exactly alike, so we advise applicants to focus on their own application. Direct comparisons with others may not be useful.
If I Want to Change Jobs While ICA is Still Processing My Singapore PR Application, Will My Chances of Approval be Affected?
If you are not resigning without a new job lined up, it may not be significantly affected. The key point in PR evaluation is that the authorities need to see you as a stable and responsible candidate.
Before changing jobs, it is advisable to contact them via ica-pr@ica.gov.sg. You will need to provide ICA with:
*An explanation of your current situation;
*A copy of your new work pass;
*A copy of your passport’s biometric page;
*A letter and relevant forms (Annex A) from your new employer.
What if My Company Does Not Want to Support My PR Application and Refuses to Provide Me with the Annex A Document?
The ICA acknowledges the fact that some employers are reluctant to provide the Annex A document because employees might leave once they obtain Singapore PR.
You can try to convince your company, as including Annex A in your application will help increase your chances of PR approval.
However, if your employer does not provide you with the Annex A document, please do not worry, as its purpose is to prove that you are employed by the company. You can also prove this by submitting other documents, such as payslips.
If I Do Not Meet All the Criteria Listed by ICA Singapore, Can I Still Apply for PR?

If you have lost any required documents, you must provide a declaration letter to explain your situation. In the case of a lost degree certificate, you can apply for a verification of your qualifications in your home country. If you encounter difficulties with language or system operation, you may need to hire an immigration agent to help you draft such letters.
