Singapore’s Residential & Postal Districts Guide

It’s understandable that sometimes people might be unsure about the terms “OCR”, “RCR”, “CCR”, or even what postal district codes (e.g., District 9, 10, 11) actually mean. These terms are found everywhere, whether in newspaper articles, reports, property websites, or daily conversations. If you’re unfamiliar with these real estate terms, don’t worry—here’s what they really mean.

First, it’s important to understand that CCR, RCR, and OCR are terms used to describe different regions in Singapore. They outline three main areas in Singapore, which are composed of several postal districts. These districts, in turn, contain various planning areas of Singapore—simply put, the different towns or streets of the country. Therefore, Singapore has 3 main regions, 28 main postal districts, and 55 planning areas.

Using these two maps as a reference point, we will explore the different real estate regions of Singapore with you, from regions to postal districts, along with a brief overview of each area. For convenience, it might be helpful to think of these regions as rings around Singapore; starting with the CCR in the middle, followed by the RCR as the outer ring, and finally the OCR as the outermost ring.

Therefore, with slightly more affordable prices while enjoying nearly the same benefits as the CCR, these areas are highly favored by young working professionals and expatriates.

Furthermore, the RCR now consists of several new high-quality condominiums such as CanningHill Piers, One Pearl Bank, The Reef at King’s Dock, Meyer Mansion, etc., offering a wide range of living options for homebuyers or tenants.

Outside Central Region (OCR)

Finally, the Outside Central Region (OCR) consists of the suburban postal districts and planning areas that make up Singapore. This region is known as the mass market because it houses the largest number of HDB flats among the three regions. In terms of private residential properties, there is also a large number of mass-market condominiums, landed properties, and a growing number of Executive Condominiums (ECs).

Meanwhile, over the past few years, this region has become increasingly attractive to homebuyers and tenants due to its lower property prices compared to the CCR and RCR. Coupled with the government’s decentralization strategy, this has prompted well-known companies like JP Morgan, UBS, and Citibank to set up regional centers and offices in these suburban areas.

Singapore Residential Districts and Postal Codes

Although Singapore is not a large country in terms of area, it has a total of 28 numbered postal districts, each with its own unique character. Within them are different residential areas, and these planning areas make up and, to some extent, define the postal districts.

For example, District 1 represents areas within the Central Business District and also includes the popular integrated resort, Marina Bay Sands.

In the past, these district numbers were used as postal codes. Every house in a district had a postal code that began with the same number as the district it was in. Although the postal code system has changed, the numbering for each district has been retained and is now commonly used to identify major property areas.

District 1

Singapore’s financial hub is also known as the Central Business District (CBD). Many popular local tourist attractions are located here, along with various financial institutions, banks, and government offices, making it one of the most important areas in Singapore.
