Qualifications to Become a Property Agent in Singapore
Before entering the industry and deciding to become a property agent, you must meet the eligibility requirements set by the Council for Estate Agencies (CEA).
Generally, you must be at least 21 years old and either a Singaporean or a Singapore Permanent Resident (PR) for over 10 years.
You need to have passed at least four subjects in the GCE ‘O’ Level examinations or hold an equivalent qualification to be eligible to register as a property agent. Alternatively, you need to pass the Workplace Literacy and Numeracy (WPLN) assessment at Level 5. For more information, please visit the CEA website for more detailed requirements.
Singapore Property Agent Course and Exam
Since 2010, the CEA requires anyone who wants to become a real estate agent in Singapore to complete the Real Estate Salesperson (RES) course conducted by a CEA-approved course provider.

This course is designed to help new agents understand the rules and regulations governing real estate agency work and practice, as well as the laws and guidelines for buying, selling, and leasing various types of properties in Singapore.
That’s not all.
After completing the RES course, you must pass two exams within two years from the date of issuance of the RES course completion certificate before you can register as a licensed property agent in Singapore.
If your exam results are not as expected, you can choose to retake the exam. But remember, you must pass both exams within the two-year timeframe. Failure to do so means you will have to retake the course and exams all over again.
How Much Does It Cost to Become a Property Agent in Singapore?
1. Real Estate Salesperson (RES) Course
All RES courses must be taken with a CEA-approved course provider. The fees range from S$650 to S$800, depending on the training institution.
The good news is, if you are a Singaporean or a Singapore Permanent Resident, you can apply for up to S$500 in SkillsFuture Credit for your course fees. If you are a National Trades Union Congress (NTUC) member, you can apply for up to S$250 in course fee funding under the Union Training Assistance Programme (UTAP).
2. Real Estate Salesperson (RES) Exam
The RES exam requires candidates to take two papers. You must pass both papers to be considered qualified.
The total fee for taking both RES exam papers is S$417.30 (including GST).
If you fail one of the papers, the re-sit fee is S$235.40 (including GST) per paper.
3. Registration to Become a Licensed Real Estate Agent
Pay an application fee of S$53.50 (including GST) to the CEA, and an annual registration fee of S$230 (excluding GST).
You will need to purchase Professional Indemnity Insurance (PII), which costs approximately S$120 per year.
Finally, you need to find an Estate Agency to register with as a property agent. This involves a one-time administrative fee of about S$300 to S$500, which includes name cards, a company license, and a starter kit.

What You Need to Know About the RES Exam
To pass the RES exam, you must first understand what you are learning. This will give you a clearer idea of what to study in the RES course and what will be tested in the exam.
1. Paper 1
Competency Unit 1: Real Estate Agency Industry Overview & Basic Land Law Concepts

In Paper 1, you will need to study more significant topics involving real estate theory and land law concepts.
You need to read consistently to better understand and memorize the real estate overview, and the different statutes and interests related to land.

Paper 2 focuses on the practical workflow, best practices, and transaction processes.

3. The RES Exam
After completing the RES course, you will receive a certificate of completion if your attendance is above 75%.
Your certificate of completion is valid for 2 years from the date of completion. This means you must pass both exam papers within 2 years, otherwise you will need to retake the entire RES course.
The RES exam is the final hurdle you must clear to become a real estate agent in Singapore, so don’t take it lightly.
4. RES Exam Format
The duration for each paper is two and a half hours.
Both papers will contain the following:
Section A: 50 Multiple Choice Questions (MCQ) – 1 mark each
Section B: 15 MCQs with reference to 1 to 2 case studies – 2 marks each
Section C: 10 fill-in-the-blank Short Answer Questions (SAQ) – 2 marks each
5. RES Exam Results
The exam administrator will notify you of your results in the following format:
Pass (P)
Fail (F)
Pass Paper 1; Fail Paper 2 (P1 F2)
Fail Paper 1; Pass Paper 2 (F1 P2)

After passing the RES exam, you can register to become a licensed property agent in Singapore. You should pat yourself on the back and be proud of yourself! Congratulations!
The real estate agency you decide to join will usually assist you in submitting your registration application through the CEA’s e-Services system. It takes approximately four to six weeks for CEA to approve the application. Once approved, CEA will send a notification to you and your real estate agency; your exciting real estate career can finally begin!
