The Land Transport Authority (LTA) said on Wednesday (Mar 30) that construction works for the upcoming Cross Island Line (CRL) Bright Hill bus interchange are expected to start in the second quarter of this year, with train services to begin in 2030.
The LTA added: “When completed, commuters can use this bus interchange to conveniently transfer between the CRL and the Thomson-East Coast Line (TEL).”
The civil contract for the design and construction of the interchange and tunnels for CRL Phase 1, located in the Sin Ming area, has been awarded to Penta Ocean Construction for about S$526 million.
The authority said: “With the award of this contract, LTA has appointed contractors for all 12 stations for CRL Phase 1.”
LTA said that once the new interchange is operational, commuting time from Bright Hill MRT station to Pasir Ris East via the CRL is expected to be reduced from the current 80 minutes to about 30 minutes.
For example, the journey from Bright Hill MRT station to Hougang will be halved to about 20 minutes, it added.
The station will also be connected to a new Transit Priority Corridor (TPC) along Sin Ming Avenue.

LTA said: “When the TPC is fully completed in 2029, residents in the Sin Ming area will have more travel options to recreational spots such as Bright Hill MRT station and Bishan-Ang Mo Kio Park.”
During construction, LTA noted that the ground in the area consists mainly of the Bukit Timah Granite formation.
The authority added: “The abrasive nature of this ground condition is expected to cause some wear to the cutting equipment on the tunnel boring machines, which will be closely monitored to ensure optimal equipment performance.”
The Cross Island Line is Singapore’s eighth MRT line. It will serve existing and future developments in the eastern, north-eastern and western corridors, connecting major hubs such as the Jurong Lake District, Punggol Digital District and the Changi Region.
Almost half of the stations on the CRL will serve as interchanges with other rail lines.
CRL Phase 1 is 29km long and comprises 12 stations from Aviation Park to Bright Hill. This will serve residential and industrial areas in Loyang, Tampines, Pasir Ris, Defu, Hougang, Serangoon North and Ang Mo Kio, and benefit more than 100,000 households, said LTA.
Studies on the details of subsequent CRL phases are ongoing, LTA added.
